Message from the President and Vice President
Hello Cal-ICMA Members,
Happy New Year to all of our members! I hope you are coming back from the holidays refreshed and ready to tackle what is to be sure another challenging and exciting year. As we all work to help our State and counties create the infrastructure to administer a historic vaccination campaign, I was reminded this week that there is no easy blueprint for the path forward. We are all building an airplane while in flight. As city managers, at times we may feel like we are flying the plane alone but we have been blessed by very capable staffs, incredible community partners, non-profits, and other government agencies who will all pull together this year to accomplish a monumental task of supporting the vaccination campaign while simultaneously running our cities as skillfully as we would without the pandemic in play.
FDR said, “courage is not the absence of fear, but rather the assessment that something else is more important than fear.” We know that helping our cities respond to COVID is the most important charge we have this year, as it was last year; however, we cannot lead effectively without first reserving time for our own self-care and training. ICMA just announced the free 2021 Coaching Webinars Series this week. The 2021 ICMA Regional Conferences will also be held virtually this year, including the West Coast Regional Conference being held March 25-26. Please make a plan to join us.
For those of you who are still struggling, as I am, with the scenes that played out last week in our nation’s Capitol building, I encourage you to read ICMA Executive Director Marc Ott’s statement condemning the violence. We are witnessing unprecedented attacks on our democracy. I hope that our national leaders can begin to heal the divide and that those who committed these terrorist acts are brought to justice. There is so much work to be done throughout our country and in our local communities, but we must first look to the values that unite us in order to move forward.
Finally, I wanted to thank everyone for their support this year in my term as President. I am excited to announce our incoming Cal-ICMA President for 2021 is Dominic Lazzaretto, City Manager of Arcadia. Please help me welcome Dominic and I look forward to seeing you all at conferences as soon as we can meet again in person!

The year 2020 felt like one continuous stress test on the heart of a functioning democracy. The rule of law, ability to hold free and fair elections, and obligation to provide equitable and fair public services all were put to the test. Even the norms for transparency and access to official deliberations were upended with the abrupt transition to a virtual environment.

Join the Local Government Hispanic Network (LGHN) for a second conversation with local government leaders and hear how they developed strategies to build their own professional resilience. The webinar will be moderated by Maria De Leon (Gilroy, CA) and feature two former city managers, Pat Martel (Daly City, CA) and Alex Briseno (San Antonio, TX). Webinar attendees will learn and review methods to build capacity to overcome obstacles and survive crises and rapid change. Webinar Series: Rebuilding Trust in Health Care
February 3 & 17, 2021
LGHN is partnering with NLC REAL, NFBPA, I-NAPA, NACA, and ICMA to host a two-part series addressing Rebuilding Trust in Health Care. The first session will focus on education and outreach to BIPOC communities. This will include acknowledging past harms and engaging in discussions on how to move forward and rebuild trust given BIPOC communities are the most vulnerable to COVID-19. How can jurisdictions address the fear factor and reliability of the vaccines?
The second session will look at how local governments can make sure local government employees on the front lines can/will be vaccinated. Can employers require vaccines? What are some of the strategies and incentives that local governments are developing?
Registration will be available by Friday, January 15 at LGHN.org.
